Agency Description

The Mayor’s Office of Chief Counsel and PhillyStat360 is charged with providing Mayor Parker, her Chief of Staff, her Chief Deputy Mayors and her office with direct legal counsel while spearheading the Mayor’s initiative, PhillyStat360 which will provide line of sight and wrap-around integration for all city services to ensure that Philadelphians have a government they can see, touch and feel.

Key projects for the office include:

  • Creating a system that provides timely and accurate information regarding the provision of city services;
  • Developing an accountability and management model, based upon existing CompStat processes, that allows for the rapid deployment of City operational resources to address quality of life and community concerns by using effective tactics and strategies that are routinely reassessed for effectiveness;
  • Implementing a sustainable system that provides for relentless follow-up and the authority to nimbly adjust and adapt strategies and tactics when necessary to ensure effective performance of city services and enhance community satisfaction so that Philadelphians have a government that they can see, touch, and feel.
  • Counsel/PhillyStat360 will comprise a small, diverse, and nimble team whose members, collectively, have expertise and experience in domains including law, City operational departments, project and performance management, data analysis/data science, policy research and analysis, persuasion/communication, and engagement/collaboration. For most projects, the office will use a matrixed approach, pairing PhillyStat360 team members with those from City operational departments who have the specific expertise – ranging from human-centered design to user experience to digital services – needed for the project.

Job Description

Position Summary:

The Principal Database Administrator (PDA) is responsible for providing technical planning, design, implementation of initiatives as well as oversight of existing database instances and applications integration. This includes but is not limited to overseeing the development and organization of the databases, assessment and implementation of new integrations, and providing the GIS Team and PhillyStat360 with a long-term perspective on the relationship of database technology to the business needs facing the City.

This role is challenged to work with architecture, application development and operations to help achieve a state-of-the-art environment and data warehouse that meets current and future business objectives. In addition, this position is responsible for working closely with the Chief Counsel/Director and their First Deputy to support implementation of processes and systems to maximize employee and City-wide performance on quality-of-life issues in an environment that promotes positive morale, equity, diversity and inclusion.

Essential Functions:

  • Trains, mentors and develops subordinate technical support and applications staff to better utilize on-line processing databases environment.
  • Identifies and provides and designs tools to assist in the management of the database and transaction processing environment.
  • Works to provide a working model of our transaction processing environment for capacity assessment and planning.
  • Acts as primary liaison between employees to implement Office initiatives, policies, practices, and procedures as well as trouble shooting issues as they arise.
  • Develops a methodology for the ongoing assessment of database performance and the identification of problem areas.
  • Develops a security scheme for the database environment, as well as assisting in disaster recovery if necessary.
  • Provides leadership during the development and enhancement of production applications including working with applications, technical support and operations during the design, development and implementation of applications.
  • Work with the transaction processing area to develop both the physical and the logical database administration functions and assists in the development of our processing database and computing environments.
  • Work with OIT to build the logical database area and provide technical guidance during all phases of the development process.
  • Works with vendors in evaluating and implementing new technologies.
  • During the capital project implementation process, the position is expected to: own, track and resolve database related incidents and requests, fulfilling requests and resolving incidents within SLAs, reviewing service related reports (e.g: database backups, maintenance, monitoring) on a daily basis to ensure service related issues are identified and resolved within established SLAs, responding to database related alerts and escalations and working with database engineering to come up with strategic solutions to recurring problems that ensure the most efficient and effective capital project solutions.
  • Establish and maintain communication with technology customers to keep them updated with status of their capital project related requests
  • Initiate changes on developing the capital projects production systems and proactively escalating any issues that cannot be resolved within the established timeframes.
  • Own the technical engagement (design and build) and ultimate success around specific implementation projects.
  • Provide subject matter expertise for the conversion and migration efforts from beginning to end.
  • Provide end-to-end root cause analysis and assistance for issues related to databases.
  • Gain a deep application-level knowledge of the systems assigned as well as contributing to their overall design.
  • Work closely with other internal teams to build security, reliability, and scalability into the database · architecture.
  • Provide sizing and recommended configurations for new database requests.
  • Participation on project teams.
  • Develop and improve operational procedures and maintain documentation.
  • Monitor availability and performance of all databases and related applications assigned.
  • Close Helpdesk tickets for incidents and requests.
  • Administer vendor support and maintenance contracts where appropriate.
  • Provide level 3 systems troubleshooting & problem resolution for internal and external customers.
  • Work some non-standard work hours and participate in off-hours call rotation.
  • Other duties as assigned.

  • SQL Development – ability to write and troubleshoot SQL Code and design (stored procs, functions, tables, views, triggers, indexes, constraints)
  • Documentation skills for processes and procedures (creating KBs, runbooks, topology, etc.)

Qualifications

  • Bachelor’s Degree in one of the following subject areas: Computer Science, Business Administration, Management Information Systems, Computer Engineering, Information Technology or a closely related field.
  • Five to seven years of experience in data management, processing, and database management (with troubleshooting), including proficiency with Oracle and Microsoft SQL, demonstrating a strong understanding of database structures, theories, principles, and practices, as well as familiarity with server-client computing and relational database environments.
  • Any additional education, certification, and experience may substitute for the bachelor’s degree.
